CO amount failed e-check 2) P/S pump replacement 200 1988

Actually my son's 240 now, I gave it to him in exchange for installing a 240 heater fan and heater core. Failed e-check due to high CO. Put in new plugs, cap and rotor, and coil wire (it broke when pulling it off the cap, possibly corroded). Went to the e-check and they wouldn't test it due to noise coming from the power steering pump! What!? Too dangerous to drive 10 feet! So
1) Going to replace the P/S pump, never a problem with the last 10 (or so?) 240's. Straight forward?
2) If the CO amount fails it again, I'm thinking of replacing the O2 sensor. I have one in stock that's a Bosch 13913 (Volvo guy told me it works fine & is cheap), just have to splice the wires. Is this a good place to try first? Any other ideas?
