Lamp failure light gives false signal 200 1985

I have noticed that when I use the turn signal, first the lamp failure light blinks on for a heartbeat, then goes out. The same thing happens when I touch the brake pedal. These only happen when the headlamps are not on. When the headlamps are on, this does not happen. Is there a timer in the circuit that would read voltage prior to the lamp illuminating, or is there something that I am missing? All bulbs are working, and are matching bulbs, from the same manufacturer, and are correct wattage.
