Surging 900

My 202,500 mile B230FT surges intermittently.
I can drive days with a very smooth running engine in different temp ranges and humidity, than suddenly the engine will surge up and down 100 to 250 rpm at any running rpm. i.e. idles from 700 to 950 rpm or while on highway at 3,000 rpm, you can see the turbo gauge kick in and out and feel the car trying to accelerate in order to keep cruise speed.
I checked for vacuum leaks, can find obvious ones, and it is not all the time, just once a week or so (every 300-400 milesa)
