Emission / safety checks 200 1993

Does the information for yearly emissions, and safety test, on 1993 240 model come from car's computer, or not.
I had a burnt driver's side break light bulb 2 months ago, at which time I replaced it. Now, during current testing, I was told that the same malfunction is still there, yet, all 3 brake ligts are working perfectly.
What is the mechanic looking at ???
