Seatheater rekay testing - what's wrong? 900 1993

OK, I either have 5 bad relays or I am doing something wrong...
I put the relays in the freezer for over an hour. Then I tested them one by one, and they all had the same behavior. When I connect ground and +12V to them they click, but there is no voltage at the output pin. What gives?
I took one apart and reflowed all the major solder joints, but it still exhibits the same behavior.
Any advice?
