Throttle Switch 700 1989

My engine fault light came on yesterday. Checked the diagnostic code and found it was 133 which indicated Throttle Switch idle setting faulty or possible grounding problem. Checked control function 2 which states I should turn the throttle control unit to full load position, depress the button on the diagnostic switch twice and release the throttle control. Code should have been 3-3-3(shutter switch OK in full load position). Instead it was 3-3-2 (shutter switch OK in idle position). If I turn the throttle control slightly (idle position) instead of the full load position I also get code 3-3-2.

Symptoms are engine does not idle correctly. RPMs exceed 750 in short bursts. If moving at slow speed or coming to stop car lurches forward at erractic intervals.

The TPS seems to be positioned correctly. It clicks when throttle is turned slightly and clicks again when throttle is released. How can I tell if the TPS is defective (short of replacing it) or the problem is in the wiring or the ECU?
