RPM's drop precipitously when stepping on the brakes 140-160

Hi,
When I step on the brakes the car wants to stall. This happens especially when the car is cold. It was about 15 out this morning when I left for work and at that point it feels like I have no power brakes and my motor stalls. as it warms up this is not as pronounced but still happens, (the rpm's drop a lot). At the end of the day the rpms still drop but not as drastically, (most of the time).
Could this be the check valve on the booster?
If it matters I have Mikuni's on the car as well as the booster and brakes for a 164. the car is a 1972 142 and was working fine untill a couple of weeks ago.
