Dead brake paddle in severe cold 200 1990

Hi
In cold weather and only in cold weather (approx 20 ºF) when the car has been sitting for a while ( 2-3 hrs), the brake pedal becomes dead i.e. as if the vaccume pressure has been lost.It has been happening since I got the car but the 15-20 ºF spell is not that long here in PA/DE and my memory is short,


Is it normal or a sign of vaccume leak which happens in cold .Does it needs to be fixed.
