Fuel Pump Fuse melting 1982 240 K-Jet 200

Hi There,

My main fuel pump fuse #7 has been melting on me...stalling the car.

This is what I've done:

I've cleaned the fuse contacts
Replaced the fuses
I've changed the location of fuse #7 because of damage caused by the melting.
I've replaced the main fuel pump
The tank pump is only two years old.

This all helped. Slowed down the melting. Kept the fuse a little cooler...but it's still hot and melting. (just not as frequently)

I have NOT changed the green fuel pump relay but it is stamped as of 2000. (assuming that it is the one lcated under the dash on the driver's side) It also has no signs of burn marks.

Also...the main fuel pump sounds loud to me.

MY QUESTIONS:

What else can I try?
Is it possible that the tank pump has died? How can I test that?
I don't have a tester for amps? But if I get one...how can I test what it's drawing?
Should i replace the relay even if there are no signs of burning?
