Interior lights are all out. short in circuit? 200 1987

So yesterday night when I got in my car, I turned on my headlights and fog lights and everything worked great. When I looked at the instrument panel, it wasn't illuminated. My small clock and volt meter gauge also didn't have any light, as well as my shifter.
So my first instinct was to check the fuse. Success, my bottom fuse (I forget the #) was blown. So I changed it and it immiedately blew again. ughhh...I figured it was a short, and I have no experience with finding and tracing shorts. Has anyone else had a similar problem, and how did they fix it?
