Still wont start a relay is clicking 700

The 740 is getting the best of me. I pulled the ashtray and can hear a clicking coming from the first relay behind the fuses(1 259 925-2 6807). The starter is not even engaging and I am not sure if this is related to the alarm light that keeps flashing, though when the key is turned to the start position, I can start the car with a screwdriver at the starter. One of my prior 740's had an issue with the gear shifter being adjusted.
