Rear fog lights on US model 1991 240 sedan..passenger side not working..?

Hello

I've got a US model 1991 240 and the rear fog light on the passenger side doesn't want to work... Good bulb in there and tested socket checks ok too!

The drivers works fine...???

Any CLUES?


Side Note:
I noticed that my 95' 850 sedan's is blocked off on that side...?
