Rear Caliper won't release from rotor 700 1988

One rebuilt Rear Caliper locks up and won't retract after applying the brakes.
Needless to say the rotor turns red hot and smokes pretty good.
After setting for a while it's okay but not sure what causes this.
Any suggestions?
