Power window 200 1990

The driver's window will not move, other windows work so it is not the fuse. The dash lights dim, slightly, when I try the switch si I do not believe the switch is at fault. It's been very cold, snowy, and icy in NE recently. Any quesses if something is frozen or what other common fault might be the root cause? 1990 240 sedan, auto.
