Very strange problem 200

A very strange problem is occurring with our '85 245. The car starts to have lack of power and hesitation with 1/2 a tank of gas or less. It feels like fuel starvation. When the problem starts I just pull into a gas station, fill up, and it stops. I have drained all the fuel out of the tank thinking I had bad gas or crap in the bottom of the tank. Also I have changed the fuel filter thinking that was the problem...and it still continues. Do I have a bad fuel pump and which one is the problem, my understanding is there are 2 pumps on this car, one in the gas tank and one under the car next to the fuel filter. Or is it totally something different?

Its frustrating bc i can only go 100 to 130 miles before i have to stop for gas.
