'91 940 Turbo won't crank 900

I have a '91 940 turbo, which will not start. The starter has been starting the car but whining a bit after the start. When I turn the key now, there is nothing, not even a click from the engine compartment. I'm thinking this is the starter, due to noise I heard earlier but not sure if this could be ignition switch or something. How can I test this? I am a driveway mechanic and don't have very sofisticated tools to do elaborate testing.
