Fronte end steering shudder at specific speed with slight steering input 200 1992

Okay, perhaps shudder is an understatement. When going in a straight line, no matter what the speed, or if turning the wheel more than lets say 10% to either side, all is good, ie. no shudder. If in the speed range of 55 to 59 MPH, with steady state RPMS (not speeding up or down), giving the steering wheel a slight tweak to either side, lets say 5%, the steering wheel shakes quite violently as does the floor of the car. More so if the slight turn is to the right rather than the left.

What I have checked so far:
1: PS fluid was a tick low, barely touching the stick, topped it off but have not tested it yet.
2: PS and AC belts have perfect tension.
3: Engine mounts are good
4: Trans fluid (AW-70) is good
5: Tire pressure a tick low at 32PSI, not bad given 20F ambient temp.

Background history. Since full resto-mod, the car has less than 25K miles. Suspension is Bil HDs, poly bushings, IPD springs, 25mm bars, all fresh PS rack, rebuilt PS pump, new bearings, ball joints, tie rods, and powder coat. Hydra rims, Yoko ES-100 205x50x16 rubber, half worn.

It almost feels like a tire with a huge bubble (that severe), but only when slightly turning in that specific speed range. I will check the lug nuts in the morning... hopefully the weather will warm up and I'll be able to do a detailed inspection. I know 20F isn't that bad, but it can feel like it when your blood has thinned in NC for 10 years!
