1990 volvo 240 taillights question 200

Hello, I have a 1990 240 dl and the taillights connection seems to be loose causeing the taillights to NOT work. If I wiggle the connections they come on and go off. How can I tighten the connections? Also the cruise ctrl isn't working after a blower motor install, the connections are hooked up and I marked all the vacum lines and hooked them up accordingly. Is their a fuse somewhere that alows it to kick on? The switch is also in the right position.
