Bad gasmileage 200

My '82 240 gl with B21F CIS engine does only 17 MPG in city traffic,Which is kinda high.
Engine runs fine for the rest and has only 114000 miles on the clock.
Can anybody give me some good leads where to look for and what to change to improve gasmileage.
