Lucas vs Buss Fuse Ratings 1800 1969

Is it correct that the three fuses in a '69 1800s Volvo should be rated as Lucas 35 amp which is the US equivalent of Buss ACG 25 amp fuses? Is it that a Lucas fuse rating is the number of amperes which will blow the fuse, while a US rating is for how many amperes it will carry?

Also, has anyone opinions on using Burndy's Penetrox anti-corrosive zinc compound on cleaned up fuse boxes and spade connectors (tip from sw-em.com)?
