Engine rev's when cutting electric power off 200 1985

I've got a 85/240 with the B230F engine.When I use the heater fan everything is OK till I turn the switch off and the engine will rev up for about 2 seconds.I have drove alot of these cars and work on alot of them in the process.But this
is one problem that I have never seen before.I do know that the heater fan has been replaced in the car before and that all the fuses have been replaced.I'm not blowing the 25 AMP fuse for this circuit.This acts the same way when the AC is cut off.
I've also been dealing with a fuel problem on this car.The car has been getting around 23MPG in town which I don't feel is good,everything has been replaced,you name it and it has been done.The one thing that I did today was to replace the injectors, the car came with the bosch 734 and I switch to the bosch 209. The Bosch 0-280-150-734 are rated at 19.05 LBS/HR & the 0-280-150-209 are rated at 15.9 LBS/HR I'm hoping that this will make a difference in a tank of fuel.I do know this and that the car still has the same pick and go as with the other injectors,I also reset the AMM after switching.
