funny idle/ stalling 89 244 200

I've got this bad idle, and it wants to stall when I'm off the throttle.

Happens when it's cold, and just after it's been warmed up. It won't stall after I give it a good flogging once warmed up - but the idle continues to drop and raise (from as low as 200/300 rpm and then as high as 1100rpm)

It's normal idle is around 6-700 rpm i think.

If I'm BARELY on the throttle (even like 2% throttle), it's fine, once I step off it will surge up and down a bit. Sometimes it won't surge up and down for a bit.

Does it in gear, or in park.

Car stalled a few times this morning when cold. Recently changed the plugs. Cap and rotor were done about 30-40,000km ago.

What's a good way to test the IAC valve? Would a dirty throttle body cause this?

I appreciate any tips, ideas, or suggestions. I'm a pretty amateur mechanic.
