fuel pulsing at idle but only in neutral or coasting in drive 200

Subject says it all. My 1990 240 wagon has had some intermittent starting problems, esp. when it gets below zero fahrenheit. It's been starting and running good lately, but when I coast in drive (automatic tranny) I can feel the fuel pulse weak/strong at about 2 second intervals, and when I'm parked in neutral, it is even more pronounced. However, when I'm in park and idling to warm up in the morning it doesn't pulse. All I've replaced so far is the fuel filter, and I patched a small hole in the intake hose between the AMM and throttle body, but neither of those fixed the pulsating sensation. Any ideas? thanks
