windshield wiper motor 200 1991

Got a 1991 240. The windshield wiper motor was making a heck of a racket for some time then quit all together. I replaced the motor/gearbox assembly with a used unit that tested just fine. I also replaced the fuse. The washer motor works fine but the windshield wiper motor still doesn't work. It's not blowing the fuse. Could it be a relay or the switch? Any idea how to test these?
