What is normal vacuum for 89 740 turbo? Vac. Leak under car. 700

I seem to be pulling 18-19 Vac at idle (when hot) and 15 in drive. What is normal? I hear a loud whistle from underneath the car when accelerating, and the pressure will not raise above 0. The whistle is also present in park and neutral which leads me to believe it is not a turbo hose. The only vac. line under the car i found is the EVAP hose form the tank to the charcoal canister. Where does this hose connect to the tank? Are there any other vac. hoses under the car that could be leaking?
