lateral sway caused by different f/r tire diameter? or shocks? 700

I had a set of 14" winter Gislaved tires for a 240 that I put on my 740 rears. they will not fit on the front, due to the larger brake calipers, apparently. so, i put the 14ers on the rear only. now, when going at speed on the highway (expressway, whatever), the car sways laterally quite a bit.

Here is my question: is it caused by the different diameter tires or have my shocks truly gone south (and I do think they need replacing)
