Boost issues, I think 700 1989

Hi all, I have an 89 740 turbo wagon. Sometimes, when I really get on it, the turbo needle will peg and it stumbles for a second then takes off again. When the needle pegs again, it stumbles again and so on. When I'm not really getting on it, but still using the turbo, it seems fine. I've never owned a turbo car, and I'm not even sure what the parts are. Is this normal? If not, is this a big problem? If so, is it easily fixable?
