0-12 MPH shudder. 200 1990

It's a '90 sedan with auto tranny and when I'm stopping it starts to shudder when I get down to 12 MPH and stops when the car does. Then when I start again it shudders until I reach 12 MPH. No other apparent symptoms.
I guess it could be the drive shaft, or a break caliper.
Anyone have other ideas?
