NOx Too High 700

Our 1988 740 GLE won't pass the local emissions test because the NOx is too high. I've recently changed the plugs and O2 sensor. I've also checked the connector on the computer and it's OK.

Recently I found the scav (in tank) pump is NOT working. Could this be causing a lean condition resulting in excessive NOx? I also have NO idea when the fuel filter was last changed so that could also be contributing.

Recently the coolant gauge acts spazzy on me. It climbs in fits and starts to normal but then drops back onto the cold peg once it's been runnig for ten or more minutes. How do you check the head mounted sensor, or is it the one in the radiator?

Any help would be appreciated.
