turbo hose failing 700 1991

so as i am now suspecting that my drivabilty problems are the turbo hose, i was checking it out and when i felt around where the hose attached to the turbo, the hose is covered in oil. is it safe to say that if the hose is covered in oil then its junk?

it wasn't like an oily film but literally covered in oil.

i am thinking i might have also found where my oil is going.

and again, if this hose is shot, that can make the car rather teribly under heavy acceleration right?
