89 244 (automatic) - back up lights out and fuse keeps blowing 200 1989

Fuse 12 blows after only having it in for a few seconds. Initially I thought maybe power windows, but before coming to any conclusions, I thought I would try to narrow it down. Looking at fuse 12, there are three yellow/blue wires connected to spades at fuse 12, so I thought I would remove one at a time and figure out when the fuse blows and when it doesn't. Long story short, when the middle (second) wire is taken off the spade, and the other two are left on, the fuse does not blow and the power windows now work fine. The only other things on that fuse are the rear defogger and the back up lights. Neither one is working with that wire off its spade.
I figure most likely the back up lights, but I'm not sure where to go from here. I have read some posts about the back up light switch, but I'm not sure where that is on my '89 and how to go about checking for it.
I'm not a "mechanic" by any means, but I have always liked working on the 240's (this is my second), have the manuals, and I like to try stuff, but any major projects are probably out of my league.
I have to get the back up lights working again in order to get my new safety inspection to be legal. Any help would be great. First of all, am I right to be thinking its the back up lights? Does anyone have any idea what is on that second (middle) wire connected to fuse 12 (i.e. is it the backup lights)? Let me know where to look (try to be specific as I'm only starting to figure my way around the car). Thanks so much, Doug
PS - the car is automatic if it makes a difference.
