No Compression 900 1991

Hi Everyone

I found a very nice 91 940 turbo for sale in my area for real cheap. It would make a good friend for my 95 940. The body and interior are in very good shape. The bad: it doesn’t run. The owner told me that the turbo was starting to go before it died as well.
The car cranks and gets spark, but he told me that he is getting no compression in any of the cylinders. So my question is this definitively a timing belt issue? Could there be another possibility causing this? I don’t think it would be real likely for all the piston rings or valves to all give out at the same time..
Also, would there be any way to determine the overall health of the valves and pistons without a timing belt attached?
I’d like to take a gamble on it, but I don’t want too end up with a major headache.
