New menmber with 1980 244 GL (1982 B23E engine+trans) 200 1980

Hi guys, this is my first post so if I sound dumb it is because I am..... I recently bought my 1980 244GL which has a 1982 B23E eng and Trans. The car is in pristine condition, doesn't use or burn oil etc. One problem I have is a really noisy main fuel pump which tends to intermittent untill I strat to get below half a tank where it becoms more reliably noisy. After reading all the informative posts on this site I have deduced that it is a fair bet my in-tank pump is the guilty party, nor feeding the main pump enough juice. Now, the other night I pulled the pump out (after making a mess of the semi-rigid return pipe, doh!) and tested the small electric motor on a battery. The moter whizzed perfectly which now has me puzzled. If the motor works, can I assume there is a pretty good chance the impeller works? If the motor and impeller are working why would it starve the main pump? I had a look at the small 2" rubber tube on the motor which admityedly looks a little tired with some crackes around the ends where the tube was originally cut. I blocked the tube and blew in it and it seems pretty air tight. I reassembled everything hoping I had fixed something without knowing it but the problem still persists. Can anyone advise me on what I should do, or possibly overlooked? I am pretty confident it is in-tank pump related as the noise it induces on the main pump is the exact same noise I am getting when pulling the in-tank fuse with the engine running which simulated a poor feed to the main pump. Please help, it's driving me nuts...
