90 volvo 240dl I got the tailights brakelights and everything else working! Now... 200

Well, I installed a donor cluster from a 91 240. The dashlights don;t work and the speedo jumps back and forth when going 50-70 highway speeds. Still can;t fix the odo, I replaced all the gears inside. Mabey the connection? Turned to 1 then stoped. Had to replace one circute board in the pass taillight assembly. The tailights light along with the foglights / brakelights all work and I STILL GET THE BURNED OUT BULB LIGHT when you turn the headlights on! Are the brakelights suposed to serve as tailights also? No bulb out light illuminates when the headlights are off and when the brake is pushed. Both the brakelights light.
