emissions and the speedo not working 200 1987

Hey guys,
Haven't been on for a while, was wondering if I could get some help. My speedo isn't working at the moment, one time I get in a and start the car the speedo jumps to 40 mph and stays. The next time I get in it sets at 0 with no movement. Do I just have wires not hooked up correctly? I have to get this emissioned next month and they will have to hook it up and drive on the dino setup. Thanks in advance
