up and down idle after stepping on brake 900 1993

When i first start my 93 945 turbo,the idle will surge up and down after the first time I step on the brake. It is especially noticeable on the first start up on a cool morning. once the car is at normal operating temp it goes away. it does not do this again for the rest of the day, but will re-appear the next morning on the first start up. Is the booster going bad or is it the check valve or ???
How do I check this out?
