HELP!!! new timing belt / now it wont start 200

hello all, i am posting for my brother who did a 240 timing belt and water pump for a friend and now it wont start. he drove the car there yesterday morning so it seems related to what he did. he said there was moisture buildup in rotor cap that he tried to dry. he said he didnt remove the distributor so it seems that may not be involved. any help is welcomed
