Hello, Im new to brick boards, but was told by a friend that this is the best place to go.

I just purchased a 1990 Volvo 740 Turbo with 260,000 miles on it. There is a problem with the turbocharger.

You can weld your foot to the floor and it refuses to spool at all, it will stay at the 12 o'clock position no matter what you do, it will only boost slightly at 5,000RPM or higher.

There is no smoke of any kind at all, and it accelerates slower than a 240 wagon.

We have managed to confirm that the wastegate is not closing at all, what could be the cause of this?
