please help diagnose strange whining noise 200 1992

1992 240 130K Starting to notice a whining noise - seems to start up after driving for 10-15 mins, louder above 30-40mph. Sounds very much like radio interference, or jet engine noise form a jet flying overhead. But radio is turned off, so is fan, wife and kids are not in car, and this car is not a turbo. Put car in neutral and turned off engine, still hear it. Changes pitch and volume decreases as I slow down. No vibration or pulling to one side. Any ideas? Thanks!
