Electrical relay questions 1800 1970

Starting to think about fixing up the car for spring. I have an electrical issue with I believe would have to be relay related. When I bought the car there was no fuse in for the interior lights. Therefor no high beams or interior lights. When I put the fuse in the turn signals don't really work and the headlights will not shut off. Is there any suggestions on what I should try to replace first or could it be a ground issue. Any help would be appreciated.
