after starting dash lights 200 1990

i was having trouble getting the wagon started after it stopped at a traffic light and would not start. i replaced the fuel relay,checked the fuses and finally replaced the starter motor and then it would startand run. the car still is not right,the dash lights are on in a dull glow and i checked the voltage at the battery it started at 12.6 v and after running for 10min the voltage was 11.9 is this caused by a bigger problem.???
