Fuse #10 Blows with lights 200 1993

I am having a really bizarre electrical issue on my 1993 240 involving fuse #10 (power windows fuse?)

When I pull that fuse I lose the dome lights and power to the radio. Measuring across the fuse I see about 1.5A being pulled for those items. I have no idea why I see current across this fuse in this case. Pulling the dedicated fuse for these items also cuts the power to them.

When I turn the parking lights on I then see 8A across fuse #10. When I turn on the headlights I then see 16A+. Hitting the brakes will also pull power across fuse #10. Turning on the 4-way flashers will also pull current. This is enough to blow the fuse.

Interestingly, I see no current change when I actually operate the power windows. Fuse #10 has 2 brown wires attached - a heavy one and a thinner one (if that matters).

Mine is the 240 Classic that was recently in a wreck. I started seeing fuse #10 blow after the repair which involved installation of an ecode headlight and turn signal kit.

If I disconnect the headlights and pull the parking light and turn signal bulbs up front, I don't see excessive current drawn (although I still lose the dome light if I pull the fuse). However, when I look at the wiring that was done for the ecode kit there doesn't seem to be much to it. I don't know if this is a new problem or a pre-existing one that was just pushed over the edge.

Any ideas? I can bring the car back to the shop for them to look at again. But I thought I would check here first for any ideas from the more expert crowd.
