Seatbelt WARNING CHIME 200

When i purchased this 92 last year i noticed i don't get the usual red light Sealbelt reminder light. Granted the console which houses the rear light is crushed by the PO I don't get the chime either ( thought these were on separate circuits ) Nonetheless, I'm 6'3", so getting in the car is kinda an odd maneuver; but upon wedging my leg under the steering wheel (with min. pressure) the chime comes on! Reminder lights flicker with a low voltage ambience yet i get a chime! Over time I've tinkered by lefting the steering wheel up and it all operates like my old 87 ---
Also the top cover of the steering column looks like it was jacked with

What could cause this? loose reminder sensor?
