164 brakes? performance upgrade options 140-160

I had a local brake shop go through my brakes on my 1971 164 - new pads and rebuilt pistons and some new lines - but they still feel terrible. I must push very hard for the car to come to a complete stop.

I suspect the brake shop used NOS brake lines because they claim they ordered them from Tennessee. Does anyone have any recommendations for upgraded brakes? Stainless lines? Suggestions please.

Perhaps my system isn't working properly. Perhaps the brake booster isn't doing its job.
