Bulb Failure Relay ?? 700 1992

1992 740T Wagon, all bulbs work, though I did find some were mismatched. Bulb out light comes on only when the brake pedal is depressed. I removed both rear brake light bulbs, pressed the pedal and the failure light still comes on. Can I assume the relay is bad. Cruise control doesn't work either, so i'm kinda hoping its bad and this will kill two birds with one stone. Thanks
