960 gas mileage S90-V90 1996

I'm trying to get >25mpg from this car, but have only been able to get up to 24mpg. The intake manifold gasket was replaced previously, and I've checked all the vacuum hoses from the "tree" on the intake manifold, sealed the "tree" with sensor-safe rtv, checked the resistance of the temp sensor at 2 different temps (70F and 180F), made sure the air filter is clean, blocked the air-box-flapper in the fresh air position, synthetic oil and atf, new fuel filter, tires inflated to 90% of max. Is there something I'm missing? Thanks.
