steering wheel casing (plastic covers) - removal? 200 1988

I am so tired of mystery attachments.

In chasing down a signal failure I found the lower steering wheel casing was broken around the ignition switch. (I found the trouble with the signal without getting to the switch.) I am now wanting to repair the lower steering wheel casing but can't get into the left side cover over the left side screw.
(!)

I have pulled the left side cover out close to a 1/4" and fished around with a screwdriver looking for snap tabs with no luck. The manual illustration shows a screw cover that does not exist on my car, and tabs that do not match what I feel with the screw driver on the inside.

I'm sorry to bother people with this question but I'm equally tired of breaking interior plastic.
