low clutch 900 1993

the clutch pedal on my 940 2.0 litre is hydraulic but seems to need pressing all the way to the floor to work. Does anyone know a way of improving it? I can see no adjustment either at the pedal end or the bellhousing end, does it need bleeding to get it to be higher up?
Grateful for any suggestions . . .
