86 740 heat on all of the time?

I have an 86 740 wagon and I have hot air coming through my vents at all times. Not forcefully unless the fan is on but oozing. When I slide the heat slider I get more heat to less heat but never do I get no heat. I changed out the heater control valve in the heater core hose thinking that maybe it was bad but nothing changed. I even took its vacuum hose off to see if this would close it but again, still oozing heat. June is coming and I will be one sweaty guy in there!
Any Ideas?
