Fluctuating temp gauge after cooling system fush. 240-1990 non turbo.

Gauge rides normally at one quarter, then goes to 3/4, then back to 1/4.
Did this awhile back when I was pulling a grade, but hadnt been a problem since.
After I flushed and refilled yesterday Im getting this eratic movement on the gauge regularly. Whats this about? Anyone? Any doesnt appear to be overheated.
